India and Japan Establish a Strategic Alliance to Strengthen Defense and Technology Partnerships
On July 24, 2025, India and Japan announced a strengthened strategic partnership with the goal of strengthening defense and technology cooperation in a historic move to combat regional challenges and promote innovation. This agreement, which was unveiled during high-level discussions between Japanese Prime Minister Shigeru Ishiba and Indian Prime Minister Narendra Modi, opens a new chapter in the India-Japan Special Strategic and Global Partnership. It focuses on joint development of cutting-edge technologies and sophisticated defense systems to maintain Indo-Pacific stability. This alliance represents a daring step toward a free and open Indo-Pacific, especially in light of China’s expanding influence in the area.
Important projects like the co-production of “Unicorn Masts” (Nora-50 antennas) for the Indian Navy, created by Bharat Electronics Limited and Japan’s NEC Corporation, are part of the partnership, which expands upon the 2014 “Special Strategic and Global Partnership.” With the possibility of expanding into fighter jets and submarines, this is the first time India and Japan have collaborated on the production of defense equipment. Joint research in artificial intelligence, cybersecurity, and semiconductors is another key component of the agreement, which supports Japan’s efforts to revive its defense sector and India’s drive for technological independence.
Through increased joint exercises like the Malabar naval drills and the 2+2 Ministerial Dialogue, which was created in 2019 to address maritime security and regional stability, both countries are stepping up their military cooperation. With Japan providing its IHI XF9-1 engine for India’s AMCA program and investigating Shinkansen technology exports for high-speed rail, the partnership takes advantage of both Japan’s technological superiority and India’s expanding defense market. Japan’s Official Development Assistance, which includes a ₹300 billion portion for the Mumbai-Ahmedabad High-Speed Rail project, supports these initiatives.
With the India-Japan Digital Partnership (2018) promoting innovation in AI, IoT, and supply chain resilience, the partnership spans both the economic and digital spheres. Japan is committed to diversifying its supply chains away from China, as evidenced by its $42 billion investment pledge in India. Cost competitiveness and coordinating domestic policies to support technology transfers are two issues that still need to be resolved. Through the Joint Working Group on Defence Equipment and Technology Cooperation, both countries hope to get past these obstacles and guarantee the smooth integration of their defense ecosystems.
This collaboration places India and Japan in a key position to advance a rules-based order as the Indo-Pacific experiences geopolitical changes.
